Help for my brother

I’m looking for some help. I think my brother is suffering from some undiagnosed mental health issues including depression, anxiety and a type of paranoia. (Obviously, I’m not a doctor, but it seems clear he needs some help). He doesn’t accept that he needs help, I have daily telephone conversations with him which go on for hours in which we go round and round in circles talking about all of his problems (not mh problems, other work/money problems, he is massively in debt, and about conspiracies). He says it’s all pointless, and he gets angry. He has never hurt himself or threatened to.
My mum also speaks to him everyday, and it’s really taking its toll on her health now, mostly because she feels so helpless.
I know that I can’t force him to get help, and there’s no intervention because he’s not a danger to himself or anyone else, but he’s a broken man. I also need to help my mum, because I can see how it’s affecting her, and she not a young woman.
If anyone can offer any advice, I’d be really grateful. Is there any support for the families of people with mental health problems?
