Will be long don't want to drip feed

Exdp and I share 1dd aged 5 he has not seen her in the last 3 weeks. He.messaged me saying he has been suffering panic attacks.
He came round today to collect dd but she refuses to speak to him let alone go with him.
He burst into tears and apologised putting it down to stress. While doing this he was holding to her tightly but dd refused to show him any emotion or affection.
We left it for today as I wasn't going to force her to go which he agreed. But I don't know what steps I should take next. Wait for exdp to feel more mentally better or wait for child to want to go and just see how it goes.
I don't know if I feel comfortable sending her while he feels like this even if she did want to go. I know it is quite a unique situation and maybe people cant answer from experience. But mumsnet has never let me down with advice and support so far
