Generally speaking SSRIs such as Sertraline are first line. Paroxetine is also a SSRI. I would go back to your doctor and discuss your concerns.

Mirtazapine is a noradrenergic and specific serotonergic antidepressant (NaSSA). It is quite distinct from SSRIs. If paroxetine worked for you in the past there is a good chance it will work again so it may be worth considering. Is it your GP who prescribes or are you seeing a specialist?

It would be unfair of me to criticise your GP as Mirtazapine is a legitimate choice and they may have a goo reason to opt for it having your full history. Generally speaking though one would opt for a second SSRI after one has failed (the citalopram) and maybe choose one specifically approved for anxiety such as Sertraline. In your case if you tried paroxetine already and it worked it would be a good choice.

If you have given Mirtazapine a good couple of weeks and it is not making any difference I think it is definitely worth seeing your doctor to discuss it further. Did they offer you any talking therapies like CBT? There is a strong evidence that CBT is more beneficial for anxiety than antidepressants and that they work very well in combination.

Good luck :) I hope you get it sorted.
