I'm beginning to think my 8yo is suffering from some kind of mental health issue . Sometimes she is so happy and others she is crying for no reason . She cannot cope with emotions (especially negative ones)

I'll give some examples:
She normally goes to the park on a Friday after school with my dad but he had a big meeting yesterday so it had to be cancelled . She was absolutely devastated you'd have thought I told her she was never to see him ever again .
She started a dance class in august after trying to get her socialising she finally agreed to go . When I took her this morning she started crying as I left and refused to stay . She now says she doesn't want to go .

She has also been getting into bother at school Either arguing/fighting with her classmates , or not participating in class activities.

I know the examples I gave sound trivial but this is only a small example of so many things . I feel like she has no confidence and no self esteem . If she was an adult I'd swear she has depression . I'm so worried about her . This has been building up since the day she set foot in school she was nothing like this before school .

I was going to say that too....bullying.

Or is she struggling with the work and feeling down?

No I don't think it bullying tbh she is more likely to be the bully (not that I would ever tolerate that) but she would not hesitate to stand up for herself yet she is scared of pretty much everything else .
