Exercises for the thighs

Hi,

I go to the gym pretty regularly but I have always had 'thunder thighs' and find it tough to do any kind of exercise which is really effective at reducing them.

I do lunges and squats and general resistance training as well as some time on the treadmill or bike or cross trainer.

Any other ideas??

is it muscle though, not fat?

There is, unfortunately, quite a bit of fat there
