Smart watch with Spotify (that doesn't need a phone with it)?

Yes a few of the garmins you can download music to it

All Garmins with the music function do this.

You can load up a few playlists from Spotify, and then play (through or shuffle) from watch only

I have a Garmin Vivoactive 4S and it can do this.

My Garmin Venu 3S does this - you have to pre-load the playlists but it can hold a decent number of songs.
