Aching legs

I've been exercising for a number of years now so not new to it.
The last year or so I have noticed that my legs always feel achy and heavy when walking upstairs or up a incline.
Sometimes it gets to the point I feel out of breath just going up the stairs because of the discomfort in my legs(if this makes sense?)
I am fine when working out and normal walking about etc.
It really only becomes apparent after hill walking or stairs, the discomfort goes away once I stop.
I have increased my protein and I have two rest days together yet still my legs feel like this.
I'm not doing anything dramatically different during my workouts and it has been going on awhile.
Any advice?or anyone suffer the same?is it just a case of normal muscle ache?
