Probably a stupid question but are padded cycling shorts meant to be worn without underwear?

1000% without underwear. Or there will be bad chafing.

No underwear. You learn the hard way on a long ride!

the idea is there are no seams in the shorts and therefore putting underwear on would defeat the object of wearing the shorts
