Idiot level question for triathletes - belts

I was adding stuff to an order to get it to qualify for free postage. And the final thing I threw in on a whim was a curious bit of elastic billed as a triathlon belt.

Loops for gels, good, understand those.

But what are the two little dangly strings (each with a toggle) for?

Do triathlon numbers have holes !?!

Well, I never!!

Sometimes they have holes but sometimes they don’t and you end up having to stab holes in the number with a safety pin!

You’re meant to have your number on your back for the bike and front for the run, so wearing the belt means you can just twist it round in transition.
