I've lost a lot of weight lately and have a bit to go. One thing I've always had is very large muscular calves. So even when I was a slim size 8 I had quite hefty calves and couldn't get knee high boots etc to fit me.
Are there any exercises to tone my legs/target fat but without building lots of leg muscle?

I’m not sure on specific exercises for calf’s but swimming and running ?
I’ve noticed a massive toning all over from running.

There is no way to target fat in different places by different exercises, anyone claiming otherwise is a dealer in snake oil. I have muscular calves too, that's just the way you were put together!
