paid,item not recieved,no longer registered user

my sister just sent me this message-

ive been waiting for something that i ordered off ebay to arrive and i checked to see if they had sent me an email saying about it but it says that they are no longer a registered user .

she paid £25 through paypal.what can she do???

open a dispute and excalate to a claim straight away

can she still do that if seller not with ebay anymore?

yes why does she have to wait 2 days? if the seller is no longer registered i thought you could put that on dispute straight away

apparently it said 10 days for some reason.

I thought she could get a refund through paypal straight away?

oh yes i think i waited about two weeks in case the seller did send the item before claiming.
