The statement in the Commons will presumably be on the BBC Parliament channel. But I don't know if he's say much there or not, if he wants the public announcement to be at 8pm?

It will be live on BBC parliament and covered extensively in the press. He will have to tell MPs what the restrictions are before he announces them to the public - the briefing tonight will just be him repeating it all with a new 3 word slogan and lots of banging of the desk

If you want it live on the radio I'd try the World Service. They usually do live update big UK announcements.

The 8pm is a prerecorded statement to the public. The 12:30 is him outlining the new measures that will be announced at 8pm. It’ll be on the Parliament channel and most of the news sites will do live text - I’m not too sure about the radio but maybe Radio 2?

Given the huge ticking off the government have been given by the speaker for constantly announcing things on TV (or, particularly egregiously, on Twitter) rather than putting them before parliamentary scrutiny as they should, I very much hope he won't be saying anything at 8pm that he hasn't at 12.30. That said, inappropriately showboating (like having an announcement about how bad it all is yesterday but making us wait for the measures, like they wanted to build up the suspense) is kind of what he does, so who knows?
