Italy and Germany - why are their figures better?

Have been trying to find coverage of this in the news - why are Italy and Germany doing so much better than Spain and France in terms of new infections?

Since we now are in an up trajectory with the virus in the UK, why aren't we looking at what they are doing and trying to emulate this?

It might have been travel initially but the recent rise in Spain was in non touristy areas etc.

People returning to work at the start of September after holiday/spending summer in the touristy areas would tally with that and still back up the travel/holiday argument for causing rises in numbers.
