Will people returning from Spain actually bother with full quarantine?

In my personal opinion I think many will not. ( I know one for sure who has no plans to) How is it even monitored apart from through random spot checks? There are also many caveats such as “ you can go out for shopping, medicine, legal meetings, etc” which would make it relatively easy for people. Will the government be reliant upon the unpleasant snitching culture we seem to be fostering?

I suppose once the current batch of people out there are back there will be fewer opportunities for people to go on holiday there in the first place?

Everyone I know who had planned to go up to the end of August has had their holiday cancelled so whether they would/could quarantine or not isn't an issue.

I wonder if that's the approach the government are taking - that due to the FCO advice meaning refunds are obtainable, and the existent of the quarantine so few people will be able or inclined to travel that it doesn't matter too much whether they actually do quarantine or not?

Given that in any event out of those few who do travel, a significant proportion will quarantine it would mean that those who don't would be very few in number indeed.
