Absolutely it is, however the rules do not appear to apply to the Israeli government (with the full knowledge and assistance of America and certain NATO countries).

It will be interesting in the future as International Law and the normal rules of engagement have been so thoroughly disregarded that anything will be on the table between adversaries.

Exactly. Hamas and Israel are at war. Hamas leadership is a legitimate target.

Hamas didn't seem bothered about international law when they raped and murdered Israeli civilians.

Negotiators? You’ll have to expand on that comment.
Negotiators are generally independent, not top terrorists.
Israel sends another message, (not by pager this time) that murderers have nowhere to hide.
As for a safe country, why should Hamas have safety anywhere?

You left out this bit:

The US doesn't control Israeli military actions. Biden told them not to hit back against Iran after the missile attacks in 2024. They hit back anyway.
