Absolutely it is, however the rules do not appear to apply to the Israeli government (with the full knowledge and assistance of America and certain NATO countries).

It will be interesting in the future as International Law and the normal rules of engagement have been so thoroughly disregarded that anything will be on the table between adversaries.

Israel informed the U.S. that the attack was coming, and the U.S. in turn notified Qatar, people familiar with the matter said.

It seems Trump was informed when the missiles were already on the way.

Negotiators are generally independent, not top terrorists.
