The answer to Quint's question is Norway.

It has something to do with (I think) a specific operation during WWII, when Allied Airmen rescued some high-ranking Norwegian scientists, etc, from a tower block. The operation was amazing, in that the captives were held on (something like), the fourth floor, whilst the Nazis were on all the other floors, both above and below.

Am I somewhere close? (It would be rude to google).
