Monty, I wanted this if we had a DS, but DH vetoed it as there was another little boy called Monty living next door. Our neighbours have since moved so if we ever have another DS.......!

Isn't Monty a nickname for Montague? I'm not sure about Monty as a standalone, tbh.

Are Charlie and Harry the whole name of the other two as well? If so, yes, Monty. If you have a Charles and a Henry, I think you have to go with a Montgomery. Which I actually really like.

Raphael (nn Raf or Raffie) would go fine IMO.

If these are the only two options I'd go for the latter, but only ever call him Raff.
