Anna. I wouldn't use Lucia because of the Luce-ee-a, Lucy-a, Loosha, Lootch-ee-a issue.
Louisa is nice but L names are very popular right now.
Anna is uncomplicated. The popularity of Annabelle would put me off slightly.

I'd pick Anna and use Lucia or Lucy as a middle name.

Don't get how Lucia is so much classier- all of the names you have suggested m, including Anna, are classy.

Oh tbh you could pick any of them, they're all lovely. If you go with Lucia, I would assume it's pronounced Loo-chee-a, I think a lot of people would. No issues with pronunciation with Anna or Louisa.

Lucia it’s very elegant

The pronunciation thing will be a PITA, but Louisa is a wee bit prissy and Anna a wee bit dull

Lucia is nice but too many variations on pronunciation- I would assume Loo-chee-ah if I saw it.

I know a Lucia who pronounces her name Loo-see-uh, and one whose parents are Italian & pronounces hers Loo-CHEE-a. Whichever, it’s a lovely name.

Anna has always been my favourite name, simple, elegant, timeless and travels well.
Lucia is really lovely though.

And I do quite like Louisa, but actually prefer Louise. But because that was very popular in the 60s /70s (and 80s?) you might get people automatically just saying 'dated'. There's the Spanish version too, Luisa, have you considered that? Sort of halfway between Louisa and Lucia.

Lucia, Louisa and Anna are all so pretty and so elegant to me.
Whatever you pick is sure to be perfect, you have great taste! If I had to pick I would go Lucia x
