It may come from Celtic Caradoc, meaning 'beloved'. Ivanhoe and Harry Potter character.
I think it should be used more.

Cedric was a made up name and isn't welsh

I didn't used to like it (would have considered it in same 'wet' category as Cyril and Cecil) but I think it has been revived by Cedric Diggory, who is not a weak character at all (though sadly gets killed early on so, there is that more negative association).
I also think Percy has been saved from this category somewhat by the Percy Jackson books!

Makes me think of Cedric Diggory then Ivanhoe. It’s not terrible but not lovely if that makes sense. Like I wouldn’t think what an awful name, poor little kid. But I also wouldn’t think oh how lovely what a gorgeous name. I do think there’s something a bit wet about it.

No to Cedric. It just sounds pompous and pretentious to me- though everyone's name associations are very individual.
