It has a pretty sound I like the floral aspect but I can't get past the fact Rue is synonym for regret.

Quite nice and pretty.

However, I would want to know is how is is received in French-language countries - pretty sure Rue means road there, so not rude but travel is important to me so I would avoid any names they are likely to be silly in other countries/languages, especially language as common as French.

I also strongly associate it with the Hunger Games character, I loved that book when I was younger, but as Rue is quite a tragic character it would put me off.

Rue is also a plant, otherwise known as herb-of-grace. I think it would be a lovely, unusual name!

I know a Roux. It's a lovely sounding, pretty name but written down I just think of butter and flour.
I also know a Ruby who's known as Roo. I like this better I think (although I occasionally think of Kanga..)
