Louie is becoming the more popular spelling in the UK. It makes the pronunciation clear.

Luis and Louis are generally pronounced Loo-is outside of France.

It makes pronunciation clear for people who are not very well educated.

Luis is Spanish.
Louis is Looee in France and the U.K.
