I know a Persephone known as Effie.

Middle name Rose, but that doesn't help you as every time you'd say a middle name, you'd say the long full first name.

Still a flower name seems a good choice.

Technically short for Elizabeth, but she will just be Effie, as Elizabeth was a twat at school.

I can't decide if I like it or not. I'm a Hunger Games fan so in my head the name is somewhat ruined, I hear the name Effie and I immediately hear Trinket so in that sense I don't think I could ever use it. But if you like it go for it, its not a bad name. I would have a longer middle name though like Victoria.
