Rory - I think both work on little boys but Rory transitions better to adulthood.

How about Tobias nn Toby? Gives him the option of both when he's older. Not crazy about Rory, I went to school with a few of them in Ireland in the 80's so it sounds a bit dated to me. But appreciate that people on here may have a different view of it.

I know a Rory and Toby sibling set. I like them both. Rory might nudge it though for me.

I like both but would probably go for Toby. Rory the Racing Car might be a cool association in Infants but he'd probably get fed up of it by his teens!

Rory. Toby is nice, but there are an awful lot of Tobys out there. And Rory has an exciting Celtic feel to it - Rorys roam moors and have adventures.

Has anybody ever met anyone who is actually called Tobias? Rather than by the short form Toby? I haven't.

I would choose Rory. I've met so many canine Tobys, that Toby is a dog in my head. Or a jug.
