Definitely Eliza. Stronger, prettier. I would prefer to be called Eliza.

Eliza is far quirkier and cooler. Elise is inoffensive but... yeah, Eliza is actually inspiring.

(totally biased because I know exactly one person of each name and you can guess which one I like better!!)

I prefer Eliza, I think it is stronger sounding, and reminds me of pride and prejudice! To me Elise sounds a bit weedy.

I love both, but Elise would run into problems with people reading it as Elsie. I could also see spelling might be an issue. I knew a girl whose middle name was Alyce - pronounced Elise - and she was utterly confused as to who noone could pronounce it correctly. Hmm Eliza is just a stronger name.
