Have you got your heating on yet?
I have just today for the first time.

Yes but my point was about people who were complaining about the cold at 17 degrees and sitting around in a t-shirt.

If you genuinely are wearing warm (indoor) clothes and still feel cold then yes i guess the heating needs to go on.

I've had mine on and off for a couple of weeks now, the washing wasn't drying and the towels were still wet in the morning and i was cold.

I don't prescribe to the "i don't have it on until x date", if I'm cold it goes on.
