YABU - no it shouldn’t be rigged, just random allocation who wins
YANBU - yes it should be rigged so the birthday child wins the main prize

When I was little, it was the opposite - rigged against the birthday child. On the grounds that the birthday child had a pile of presents already that day, whereas the other children had given something. At least in my home/family, it was understood that if you were the birthday child someone else would win. I always still enjoyed playing the game!

If anything is made sure mine DIDN'T win the main prize they have plenty of gifts to open.
I would make sure each child got a layer

It should be rigged so every child gets one of the prizes, including the child whose birthday it is, but they (birthday child) dont get the big prize.

Gosh anyone but the birthday child should win. I remember going to a party where they very much rigged it for the birthday boy to win. I was not surprised though having seen him cry when at my daughter's birthday party and being picked for moving in musical statues 🙄 He was very much a spoilt brat and clearly mummy always pandered to him as he also wasn't able to drink the water provided at the start of the party and only wanted a bottle of juice that was for when the food was served.

No, if anything I try to make sure my DC doesn't win it at their own party as they have enough kids and the pass the parcel is usually something cheap and cheerful anyway

but I do try to make sure they all get to open a layer with a sweet

We used to do rigging it so every child got to open a layer with a sweet (only played with numbers where this was manageable) and then looked away so the last layer and any extra layers were random.

The birthday child should know in advance that they will never ever win at their own party.

Making side the birthday child/their sibling doesnt win is the only responsibility of whoever is doing the music.
