Yes, but as I said, I believe that it is the owner's responsibility to provide a stimulating enough environment within the confines of their own property.
You could argue that dogs also have a natural instinct to explore, they certainly love new environments, to sniff, chase, play, check out new things. (In fact, you could argue the same for a lot of domesticated animals that it's normal to keep confined, rabbits, guinea pigs, parrots, budgies, lizards, hamsters, fish etc) But dogs' right to roam was ended long ago, for the safety of dogs and people. Dog owners now need to walk their dogs under supervision and provide all their entertainment and care.
It's high time, in my opinion, that this was made the same for cats and that owners were made to take full responsibility. They cause a lot of damage, they're a menace to the natural balance of an evolved ecosystem, and they're not safe out there.
It's simply cultural norms that make people take such objection to it, and an unwillingness to face the fact that the current societal norm just isn't responsible. Same reason people don't recycle or cut down their use of single use plastic even though they know they should.
