I'm really surprised that anyone finds it necessary to point out the lack of public toilets. As if they are 'shocked' they don't exist.
This is something that's been in the media (local and national) for years. It's not a new thing.
The reason is that councils say they can't afford to fund them.
That simple. It's not just the cost of cleaning but repairing them through misuse.
Some of the best I've used are in towns where there is a 20p charge and someone is employed to be on the premises.
My small town used to have 3 blocks of public loos across the town. There is now one block which was refurbished a few years ago.
The difference between then and now is that my town is full of cafes and there are two supermarkets that have toilets.
I don't understand why the OP was so shocked but also unable to plan around this, because it's all about needing to change, when she has a period.
Most women know how long they can go without needing to change, so manage their trips around that. Or they use san protection if they aren't quite sure if their period will come that day.
If there are no loos, they double up with a pad, or period pants. Or work out where there is a loo they can access, like in a cafe, library, shop, museum (it is a city she says she's in) etc.
Coming back time and time to complain over something most adult women just plan for and find an answer to is strange.
And when I first read the title about 'bathrooms' I imagined someone was staying with a friend, or in a hotel, where there weren't enough bathrooms- literally- BATHROOMS.
