I am getting tired of it, particularly now that my sons have hit puberty, so I have mandated that all human inhabitants must wear a minimum of shorts. We have no daughters so I am the lone voice here. The boys are complaining bitterly. Husband is neutral but says he understands my feelings.

The beach is not just any 'public place' though is it. You can't sit in a cafe (except a beach one maybe) in a bikini so why should OP have to put up with near nudity in her home if she doesn't want to. They should be decent in front of the opposite sex as it's basic respect.

Words like "decent" and "basic respect" are quite subjective in this context.
There is nothing inherently disrespectful in having one layer of clothing on. There is nothing inherently disrespectful in nudity either (thought a case could be made for a hygiene)

Yes, in this case the older son shows he isn't happy to give others the same liberty he is taking, so that's a good point to address, but in general there is no good and bad here, just some people perceive/wish for a social norm which isn't really there

Is it briefs or boxers? Because boxers look like shorts whereas briefs are more revealing. Sometimes I just chill out in my knickers and t shirt at home. DH wears briefs and t-shirt around the house if its hot

That's very odd! DH and 4 boys between us and none of them have ever worn pants in the house (underclothes excepted!) Is the house too hot? I would prompt them to put shorts on.
