i have namechanged for this just incase i get flamed but ffs talk about rewarding bad behaviour

ok
a group of teens get in acar. driver is not 16. they smash it up.
one dead, one badly hurt and police involved.
in the mean time boy is going to school. not breaking the law. doing year 11 and working VERY hard.
his reward if he gets enough points he can go to school prom.
boy who is hurt in crash(who didn't have brill attendence) breaks the law. wrecks a house. and what reward does he get.
oh he can go to the prom.
seems that is his getting better target.
(soory boy never went to school and was not good when he was there.)
boy (who has worked hard) thinks this is hypocrcy.

sports day is wonderful.
My neice is really deeply average at school and sits around all year while the kids in her class get merit badges and certificates and spelling prizes. Sports day she gets to be best at something.

It's hard though, dd1 is a real over achiever at maths reading spelling etc but she never gets any cerificates unlike the thug in her class who gets them all the time for "listening" and "sharing" whoopdy do. However, dd2 is due to start school in september and although she is bright I feel that she will benefit from that kind of incentive as for her it really can reuire a lot of effort to sit still and listen. Schools just need to make sure they don't forget about the quiet ones.

Have I read the OP wrong then? I thought 2 15 year olds were in a car accident which left one of them dead and the other badly injured! Is that not a terrible accident then?

I don't think this is a case of being rewarded for bad behaviour. They were just kids and one of them will have to live with that horror for the rest of his life - the other no longer has a life. I don't think you're seeing the bigger picture here.
