What's wrong with twat? Can be used for men and women these days.
Or how about bell-end, dickhead, (for men) arsehole, tit (either sex) and many more.
They may be rude and insulting but they focus on behaviour and not intelligence.

I would say idiot. Wouldn't say moron, imbecile or retard though. As someone else pointed out idiot is much more embedded in the english language.

I am not going to pretend that everybody has the same level of intelligence just because it makes some people sad.

Divvy was a job given to the lower inmates in a prison, who put dividers into boxes, as they were too stupid to do other jobs. This pre-dates the Joey reference

It’s “toop” with the oo sound like book.it’s an adjective, the noun is twpsyn.
