Politicians are not being held to account. They're proceeding with the plans they've had for some time to make it more straightforward to obtain a GRC and to extend the coverage.

A GRC panel's ruling was successfully appealed to permit a male non-binary person to obtain a GRC as a (non-binary) woman while maintaining fully functional (male) secondary sexual characteristics. Bar hair removal (part of treatment) plus breast implants (also treatment).
