Rude for a neighbour to use your dustbin if you’ve never even spoken?

The house two doors down (no idea how many live in the house) that constantly have bin bags piled up on their driveway. It’s gross. We’re talking like 7+ (with an overflowing bin)

I’ve seen them start using my bin on my Ring Doorbell on the night before collection a few times now. I know it’s a non problem but it feels so entitled that we’ve never do much as spoken and they feel it’s ok to use my dustbin. They filled it so full one time the lid on my bin wouldn’t close.

I've had this and it's annoying. It's actually classed as fly tipping, so you can report it. Easiest solution is to get a bin lock and put it on the bin.

There’s no update. My bin is out but they haven’t put theirs out yet.

When I lived in a different village ,we weren't allowed to leave rubbish bags in the grass verge. They all had to be in the bin.
I was having a rough night and was still awake at about 3am. I looked out my window to see horrible ndn putting two if her rubbish bags in my bin .
When I got up in the morning(proper morning)..I took the two bags over to her bin and left them on the grass verge
