Coming back to the original point of the thread, yes absolutely anything seen as a war on motorists is a vote loser in many places.
It's fine if you're in, for example, Greater London as you can fairly easily get into the city and then you travel around with ease on public transport.
Where I live, outside of rush hour I can drive to our nearest city in 25 mins. By public transport, it's a 15 min walk to the bus stop (buses only hourly) then 33 mins on first bus, 34 minutes on second bus and 43 minutes on the third, plus the waits between buses - it totals a minimum of 2h 13mins according to Google maps.
Granted we live in a village in the north but not in the middle of nowhere; there are 10,000+ residents across the villages within 3 miles of our house.
Anything making it easier to get around on public transport up here would attract votes. Anything looking like a concession to even better public transport in the south or increasing the difficulty getting around for us is a sure fire vote loser.
