If the rain does clear the riverside walk is great and takes you down to the Warren which is a sort of shingly beach. There aw wooden animal carvings to spot. Go down the side of the big bridge.

Queens Acre Wood in Leominster
Green Spider Climbing at in Hereford, also shopping, cinema, swimming etc.
Climbing or horse riding at Llangorse
Kayak/canoe down he river from Glasbury or Hay to Whitney.
Walk up Hay Bluff/Brecon Beacons
Trampoline Park/ Arcade/ Bowling/Cinema all in Merthyr

Lots of things locally, just not much in Hay itself unfortunately.
