To think there should be a ULEZ concessions scheme?

For those on very low incomes affected by this ?
Either a reduced rate or a certain number of ‘free’ trips per UC assessment period or similar?

Yes. They will be able to. Unlike you ot seems. I've said the same thing over and over again from the start, hence the frustration at your seemingly wilful lack of comprehension. There was no "shift in emphasis" whatsoever.

Why would it only cover a worse car? Ilex non compliant cars are not new. Ones of that age are often below the £2k scrappage money.

The value of anything not ULEZ has probably dropped like a stone, our 2015 Diesel Xtrail was probably worth about £5k trade in before, now it is probably worth only scrap value.

Because, like I said, I'm trading mine in for more than the scrappage scheme would pay. Thus it would not buy a better car. Hardly rocket science.

Can we please stop this 'poor people don't have cars', it might be true in London but it isn't elsewhere.
I live below the poverty line, my kids had fsm. I have to find the money to run a car because without it I have no way to get to work. When I wasn't able to work I would have had no way to get to my signing on appointments at the job centre. We have no public transport within 3 miles, despite only being 7 miles from the nearest town, and I'm not physically capable of waking or cycling that distance due to disability that isn't "bad enough" to qualify me for disability benefits, even if that transport did run at workable times (to be at work before 9 am I'd have to be in the town at 7:25 am as the next train arrives at 8:56 am. I couldn't get my children on school transport if I was already on the train). If I hadn't had a car I wouldn't have received any job seekers. If I didn't have a car I wouldn't have a job.
My current car is 23 years old. I've had it 2 years and paid £600 for it, it is ikely to be beyond puttng through the mot next year. The one before that was £400 and lasted me 2 years. Before that £200 and did me a year. None of them would have been compliant.

Most petrol cars will be ULEZ compliant. My car is a 2011 plate and it's compliant.

Those with diesel work vans older than 2015 will really suffer.

Our 2015 diesel Skoda is compliant. How come yours isn't?

It's early 2015, so Euro5, The ones later in 2015 are OK, it's just unfortunate really.

You are compliant with a 17 year old petrol car. Public transport in London is far greater than anywhere else in the UK.

The ULEZ was first proposed when Mr Johnson was London Mayor, not exactly new.

I have to drive into London at the end of next month to help my daughter move out of her London flat.

I've just checked my 18 year old petrol car and was very surprised - and pleased - to find that it is compliant.

This scheme in London sounds like the Clean Air zone in Birmingham. If your car is not compliant you have to detour all around the outskirts of the city or if you go through the zone and pay I think It's about £8 a journey for cars and £50 per day for HGV and coaches. Diesel cars after 2015 and possibly petrol ones after 2005.

If you truly are on a low income, you don’t have a car so ULEZ will not affect you.
Living in London I work full time and travel everywhere by public transport, I do not qualify for any benefits and cannot afford a car. So why should car owners be subsidised.

No, the whole point of the ULEZ is to discourage the use of motor vehicles in built up areas, which pollute the environment and lower air quality.

OK this is what I would have done if I were Khan :

Keep the rules as they are BUT give an exemption to any car petrol or diesel under 1.6L, irrespective of their euro catagory. Also apply a charge to any car over 2.5L petrol or diesel irresepective of their euro category.

This would ensure there was an option for poor people to keep on the road cheaply with smaller engine cars, while ensuring fat cats in large environmentally damaging SUVs and large cars that are completely unnecessary are taxed off the road, along with the most polluting diesels and petrols in the middle band that don't meet the euro cat requirements.

The majority of the most polluting vehicles on the road are older cars 1.6 litres and below. They are worse for air quality than a modern Range Rover for example.

There is a £2000 scrappage scheme specifically for low income households. You can buy a compliant secondhand petrol fiesta for that.

That wasn't my experience when I sold my non-compliant diesel. I had lots of interest from people outside of London who don't give a hoot about ULEZ, and got a good price for its age.

It's not really to stop people using motor vehicles. It's to limit options for people on a budget and raise funds for councils.
Nobody wealthy is going to change their cars or driving habits. They'll just pay the fines. People who need their non-compliant cars for shift work or carrying loads, will drive round the centre - increasing congestions and emissions. That's the reality everywhere they've been introduced. It's a cash grab scheme that disadvantages people with less money and those who are vulnerable. It makes no difference to the environment.

Can't afford a new van and £2k wouldn't even buy 1/4 of a van for the size he needs to work

But we are taking about the extension of ULEZ zones around London (and other cities), so it is more relevant to talk about car ownership in people most affected - ie near/in the zone
