I was with someone for a year, found out he was cheating and ended it and he’s with the woman he cheated on me with.

Six months on and I’ve been seeing someone else and the topic of exs came up and he asked why my last relationship failed. He then said if he asked you back would you? I said no, even if I were single I wouldn’t and he’s fucked it with me now.

Him - it’s funny you said that
Me - said what?
Him - that he’s fucked it, as that’s exactly what he’s doing, fucking his new girlfriend.

Is that not really inappropriate?

Was he trying to be funny/clever? Although, even so, you are still quite new to seeing him, so he should know that even if he was trying to make a "joke", you wouldn't find it funny.

Well i think he meant it almost sounded like a crass pun. I would have laughed, I can appreciate a stupid and inappropriate joke. If you don't have the same sense of humour, I'd move on. It will be better for you both.
