could I ask a known youtuber living in the neighborhood to stop filming in a playground full of kids running around

I'd ask the local police to stop the local youtuber filming kids in the playground .

a) good luck getting the police out in time to speak to them if it's not an emergency (or even if it is!)
b) even if the police attended (which they'd be unlikely to) it's not a crime so they can't stop them
