Yes, Angela Raynor's comment was unacceptable. She did fully apologise and that was acknowledged by Tory MPS at the time:
"Education Secretary Nadhim Zahawi welcomed the apology, tweeting: "Thank you for a message from the heart." The Tory chair of the foreign affairs committee, Tom Tugendhat, also thanked Labour's deputy leader for her "reflection", while Tory MP Danny Kruger tweeted: "Good to hear this generous and thoughtful apology from the always interesting Angela Rayner. "
The Andrea Jenkyns case is rather different, as the Education Minister is directly responsible for behaviour in schools. Every teacher will see this and cringe - because how do they tell children that respectful behaviour matters when they can see this from the Education Minister?
And her apology is basically "they started it" - which is not an acceptable defense for poor behaviour in schools either.
The other irony is that "we're only human" has never been an allowable defence in any Ofsted inspection.
