The three children over the road are allowed to play out each morning from 7.30am. They are out there noisily playing on the road now, riding their bikes and shouting.

What time do you get up OP? Most people are up and about by 7.

Personally, I think the parent deserves an award. Children should be out on their bikes, running around. The alternative is quiet clones in front of a screen.

Never before 8 on school day and 930 on weekend for mine. We're quite close to neighbours tho and I'm so sensitive to noise that it makes me more strict to not piss the neighbours off

Why wouldn't they? Mine are usually out (not at 730, certainly by 815 or so, before we leave).

No, in general, shouting & disturbing people is not on, at any point. But kids playing out early, in itself, is not a problem, especially at that time on weekdays.

Sounds wonderful! Is it deliberate screaming or screeching to annoy neighbours or happy laughter? I think the noise complaints team at your local council might not take this one seriously.

But then I had a neighbour who complained about everything. She once complained to me about horses not belonging to me in a nearby field and asked if I could do anything about it as "they were disturbing her". One of her most famous complaints was marching up to the guy driving the combine harvester in his own field and telling him to stop as well to cease using pesticides because she didn't think they were ethical. She's lucky still to be alive! Barely a month would go by without a text message late at night just before we were going to bed without a new complaint. Thankfully she's moved away after being politely told by most of her neighbours to stop pestering them with silly complaints.

I accept my views might be somewhat coloured by this experience!

Then you need double glazing. I slept next to a front window facing a busy road and was almost never disturbed by sounds from outside.

I have perfectly good windows but children shouting loudly is beyond most windows. As for air con, there's this thing called the environment and anyway I like my windows open when possible.

Does no good to my immediate environment for me to be sweaty. Air con is the second best thing that happened to humanity in the 20th century (first is the motor car).

About 1pm usually. I get home from work at 6am.
