Abbott became EXTREMELY unpopular after the winter storm/electricity debacle.

Rolling back the mandate is a popularity ploy. Who the fuck cares if Texans die (especially low income and minority Texans) as long as Abbott gets a popularity boost from the 'Texans who matter' (white with money) by telling them "No more masks!!! Freedom!!!!"
