To wonder what to do with this dog?

This morning I went for an early morning walk and saw my neighbours door wide open and their puppy was running around the block. I thought nothing of it and thought maybe they just let it run about. At around 9 a workman came and mentioned the dog was running around still. I went out to the shop and the door was still open. The puppy ran out to me, sweet little thing. , I knocked the door and shouted hello in the flat. No answer. I knocked harder and stepped in the flat, I looked around to see if anyone was in and had hurt themselves but no one was in. The whole house was im complete squalor, it had poo and wee everywhere, there was no electric, the dog had no water or food. This puppy was a bit thin, I looked around and there was nothing for the dog to eat. I got some food from another neighbour and have put the dog shut away in living room. I went to the shops and I’m wondering what to do next. I obviously don’t want to leave the dog, I could take the dog in until she comes back but then what? Maybe she just left her door open by accident? We’re not even allowed animals really. Do I just call an animal rescue? I would hate to get her dog taken off her, but at the same time she’s been gone with nothing left for the dog.

I would call the police, to be honest. They presumably need to check that nothing has happened to the owner, given the state of the house - and if not, involve the RSPCA.

Do not give that poor dog back to her! Go to your nearest rescue. I'd keep the poor pup personally. But whatever you do, do not let her have it back.

This is concerning, not just about the dog but the neighbour's well-being too. Could you check in with local police about organising a welfare check, for neighbour, and local council animal welfare officer for dog?

Call the dog warden - they are a lot more use than the RSPCA

If there is poo and wee all through the house and no food or water then the dog needs taking off her IMO as she obviously can't look after it. Do you know her? Does she have mental health problems? That doesn't sound like a normal situation, with no electric and living in squalor, if she can't afford electric she can't afford a dog. I would definitely want to speak to someone about it.

Take the puppy to a vet to be scanned to see if it is stolen.

If it isnt call the council dog section, if it is call the police

Don't bother with the RSPCA- total waste of time.

Police and RSPCA. Anything could have happened to the neighbour and the puppy needs looking after.

I’d call 101 and ask for a welfare check, is it normal that this person leaves their door open ? As they are living in this sort of squalor maybe SS need to be involved.

Do you mean the puppy is now in the living room in your house, or the neighbour's house?

I'd be looking after the dog, and calling the police about the door being open and no one home.

Report it to the council as a stray. Tell the dog warden luckily you have caught it... Hand it over. If it is chipped the owner will have to pay £70 to reclaim. If they are twats they will just leave it. After 7 days it will go to the local shelter.. Where hopefully a better home..

Please, please don't let it go back there to be neglected. See what the procedure is in your local authority for stray dogs. It should be taken in and looked after by them for the time being.

I popped a note through her door, just saying I’ve got the dog. I got some puppy food and she’s asleep right now poor baby. It sounds so crazy but you would never think looking at my neighbour that she lived like that. I can’t tell if it’s just because the puppy has been left alone but the house stunk, there was no flooring. I have called our housing management because they may have her contact details, I’ve called RSPCA but they just said they will get someone out eventually to take a look. Not really sure what to do next but pup is fine for now. Poor baby

Poor puppy but also your neighbour sounds like they need help, is it a family or is someone living alone? Either way it sounds like someone is not well and may need help.

Obviously the puppy needs help but so does the person that lives there by the sounds of it, please call 101 and ask for a welfare check .

I really think this is a call for the police. That is very suspicious that this person has just upped and left, leaving the door open.
How long has she even been gone for? That could be why there is dog mess about. Maybe the dog opened the door jumping up trying to escape due to hunger etc.
