Surely pandemicide would be a good thing - linguistically it should mean killing off the pandemic.
Even more pedantic, pan is all and demos is people. It is a pandemic because it affects all people.
Pandemic shouldn't be a noun. It is an adjective by origin, and it means all people. So, a pandemic disease is a disease that affects all people (not just one country, or one group).
It became a noun, but it is basically short for "pandemic disease/infection".
So, strictly, a pandemicide would be killing all people, not just a "race/tribe" as in genocide.
Of course, Trump is not responsible for the spread of covid around the world, just the US, so I don't think he is quite guilty of pandemicide either.
Not sure what should be the term for "killing people led by this person via a disease".
