I think Cruz is waiting for Doofus to come to his rescue by making some sort of statement to 'the cult' that what he did was, if not OK, then at least 'not so bad'. Good luck with that one, 'Snowflake' (and I'm not talking about the poodle), Doofus never gets involved unless it benefits him in some way. And sticking up for your tone-deaf arrogance and entitlement does not benefit him in any way.
Cruz isn't stupid (well he is, but I digress), he just overestimated his popularity with Doofus' supporters (and Doofus himself), especially those living through this catastrophe.
I've always said Texans are a 'breed apart'. Well, this is a perfect example of what happens when you think yourself just a wee bit better than your fellow citizens and that you'll never need them (aka the Federal Govt) to come to your rescue. Of course Biden will send in FEMA, and that is the right thing to do. Texans are still US citizen, no matter what they think.
But I hope Texans will ponder on the difference between Biden's compassionate behaviour to a state that voted for Doofus just 3 short months ago, and the fact that Doofus tried to deny us (CA) federal aid and supplies during the terrible fires, the heatwave, and the Covid crisis because "what did CA ever do for me?".
