Now watching on CNN. Can't work out how people get to speak. What's all this reserved stuff, and recognising, and yielding?
The House managers have already allotted time to specific speakers. When they are recognized by the House Mgr (ie it's their 'turn' to speak) it goes like this:
"Congressperson XX" is recognized to speak for a pre-set number of minutes.
'XX' is able to give (yield) time from their allotted minutes to another Congressperson. They then 'reserve' the rest of their allotted time for themselves. They can 'yield' and 'reserve' as many times as they want until their original slated time is gone. The remaining time is theirs to speak or they can 'yield back' their time to the House manager.
