@Roussette we have people watching the counts in UK elections also.
In the UK they are local members of the political parties with candidates on the ballot - they are allowed to watch the boxes been opened and the votes being laid flat.
They quite often have their own sheets of paper to mark off each time their candidate gets a cross on ballot paper.
In the UK watchers need to be on the official list of people who can attend the count location- not members of the public.
They are not allowed to touch the boxes or ballots - doesn't stop them trying to.
