Care homes do not have the facilities, PPE or staff to isolate large numbers of severely ill patients, the Govt knew this (or should of)
Of course testing was limited in the early days but PHE (Govt) told care homes Cv posed little risk to staff or patients, guidance eventually withdrawn but by then too late.
The NHS also put great pressure on CH to accept patients, some didn't and were threatened with funding cuts.....
Most of the NHS was not packed with CV patients so there certainly was capacity to limit the numbers discharged and to assist CH to isolate the elderly.
My original point was that govt regulates CH's and if they weren't performing, then the Govt should have stepped in far earlier... they didn't.
From the v beginning WHO made it clear CV was a very real danger to the elderly, many countries, inc the uK ignored this but the UK had a 3 to 4 week advanced warning.
