Disgusting painter opposite

The house opposite have a painter there. He keeps having a break and sitting either in his car or on his car. He's been scratching his balls, picking his nose, spitting and smoking. He's right in my view, would I be unreasonable to ask him to move up the street a bit, so someone else can have a turn?

I drove past a jogger yesterday just as he hurled a massive spit on the floor. Dirty bastard. We should bring back the stocks for those who spit. I'd pay money to the council to have half an hour throwing eggs and rotten tomatoes at spitters.
