Who's the most badly behaved here?

I'm neither of the people in this scenario but live opposite them and have heard been forced to listen to both sides...they're both being unreasonable wankers but who's the most unreasonable?
Neighbour A was going away over Xmas. Asked neighbour B if he could pull his bin to the property boundary on bin day otherwise it wouldn't be collected. Neighbour B agreed and then asked is they could use A's mainly empty bin for their Xmas rubbish overflow. A agreed as long as it was bagged up and not loose (they are very houseproud and this obviously also extends to their bin!)
Anyway neighbour B filled up the bin with a load of unbagged shite (including food waste!) and then FORGOT TO PUT IT OUT.
Neighbor A was furious on his return to find a full uncollected bin, and told B to empty it out and clean it. He asked him on NYD when B had a horrific hangover. B said he'd do it the next day. A waited until 5.00 the next day and, after no sign of B coming round, rolled his wheelie bin round to neighbour B and upended it on his path.

It's been carnage. Foxes and cats spread the rubbish as B didn't notice for a while so the other neighbors are furious. B actually called the non emergency police number (according to his son who's friends with my son and is MORTIFIED) but apparently they were VERY short with him.
I think A was entirely in the right but he lost the moral high ground when he emptied rubbish everywhere. DH thinks A is the hero he's been waiting for but I think this is because hes mild mannered and diligent with our bins so this whole fiasco is amazing to him!
So... who's the MOST idiotic?

I think B was being incredibly rude and should have treated A’s bin as he probably had, his own.
B was a plonker.
I’m not surprised at A’s response.

A has behaved worse, because A's behaviour has affected all the other neighbours, who are innocent parties.

A is way too precious about his bins. Yes it was annoying and B did need to sort it but no excuse for dumping in B's garden.

B is a idiot and in the wrong but it's not malicious just forgetful and lazy but what A did was wrong so lost any sympathy for being wronged . Leave then both to thrash it out and don't get involved.

B was wrong but A was wrong to tip the rubbish out because now it’s brought other people into the feud. Both pathetic but I’d have to say A has behaved worse purely for tipping the bin

Neither have covered themselves in glory, but I think the most badly behaved was A for upending the bin onto the path. A could just have resolved not to ask unreliable B for a favour again.

Bin wars! Total overreaction from A, which is a shame because B was definitely a bit of a plonker and should have removed his rubbish once he realised he'd forgotten to put the bins out. Personally, I would have bagged B's rubbish up and handed it back to him.

A is pathetic as they have made it bad for all the neighbours. a should have said to b to either clean the bin or pay for a bin cleaning service once he'd emptied it and taken the rubbish to the tip. That or swap bins.

Although IMO it also depends on when the next bin collection was. If it was within a couple of days then neighbour A is an even bigger twat. If it wasn't for 2 weeks I have more sympathy with A

B is the worst as he ignored request to bag up his waste, forgot to put bin out, then didn’t empty his shite in a timely manner.

B's behaviour is worse because, as said, he inconvenienced the other neighbours.

Did A put his own bin out? If not, it's been a stupid mistake. B should have given him time to sort it and not in a small time frame on hangover day.
