Who's the most badly behaved here?

I'm neither of the people in this scenario but live opposite them and have heard been forced to listen to both sides...they're both being unreasonable wankers but who's the most unreasonable?
Neighbour A was going away over Xmas. Asked neighbour B if he could pull his bin to the property boundary on bin day otherwise it wouldn't be collected. Neighbour B agreed and then asked is they could use A's mainly empty bin for their Xmas rubbish overflow. A agreed as long as it was bagged up and not loose (they are very houseproud and this obviously also extends to their bin!)
Anyway neighbour B filled up the bin with a load of unbagged shite (including food waste!) and then FORGOT TO PUT IT OUT.
Neighbor A was furious on his return to find a full uncollected bin, and told B to empty it out and clean it. He asked him on NYD when B had a horrific hangover. B said he'd do it the next day. A waited until 5.00 the next day and, after no sign of B coming round, rolled his wheelie bin round to neighbour B and upended it on his path.

It's been carnage. Foxes and cats spread the rubbish as B didn't notice for a while so the other neighbors are furious. B actually called the non emergency police number (according to his son who's friends with my son and is MORTIFIED) but apparently they were VERY short with him.
I think A was entirely in the right but he lost the moral high ground when he emptied rubbish everywhere. DH thinks A is the hero he's been waiting for but I think this is because hes mild mannered and diligent with our bins so this whole fiasco is amazing to him!
So... who's the MOST idiotic?

Well if B had bothered with bags, he wouldn't have had such a mess on his drive!

I'm not sure that A did lose any moral high ground-how much longer should he have waited?

B likely didn't think that there would be consequences & that he could ignore the whole thing!

Hmm B seems a very odd choice for A to ask to sort his precious bins OP especially as B doesn't even take out his own bins (his wife does it).

B is the dick - he asked a favour of A and then completely ignored A's request in the deal. the deal was therefore broken. A rightfully got annoyed after asking over and over again for B to sort it out. B again ignored A's request. All this because B wanted a favour and didn't pull his weight. B is entitled. Don't be like B

so B was asked if he minded putting BOTH bins out - and didn't, he just took his own out. Then he used up the space in A's bin and then left it there to go putrid until A got home?

Fucking hell! B is the CF and A is my hero.

B has been flaky, cheeky and disorganised. B has not stuck to his/her word. This type of person is annoying to deal with because you can't trust them to do what they've said they'll do. Most people just let B get away with this shit, feeling resentful. And that is why people like B have no incentive to change. But then you get people like A who absolutely won't tolerate it and try to set things right/teach them a lesson, which fails.

A is clearly a precise and ordered person. Strict instrutions were given and B agreed to follow them. B was manky and disrespectful when he/she put unbagged/food waste in A's bin and compounded this when he/she failed to get it emptied. A was entitled to be quite fucked off. Asking B to empty it was ridiculous though. B couldn't even put it out for the bin men so B was highly unlikely to be able to organise his/herself to empty, re-bag and dispose of all that stuff and had form for not doing as agreed. However, A emptying the contents everywhere was stupid and selfish. Potentially dangerous to wildlife and really inconsiderate of people living nearby and overall making more clear up work.

B was a snowflake for calling the police. B should have finally realised that their flaky attitude had caught up with them and these were consequences and they needed to fucking sort them out!

B is loud, revs his car stupidly early in the morning, has loud BBQs where guests park in considerately and is dim and a bit boorish

That is exactly how I pictured him, totally inconsiderate. Could tell that by the situation he created. A massively overreacted but I can’t blame him, given that he had agreed to the use, under certain conditions, then old boorish did whatever he felt like.

If anything like the bins in my area the black bin is emptied every 2 weeks, so if it dont go out im having to do tip runs because i wont fit another 2 weeks of rubbish in.

B is definitely in the wrong. He filled the bin with messy unbagged shite - didn't put it out. Asked for an extra day to clean it up and put things right, was given this and then didn't do it. All A did is not allow himself to be treated as B's bitch. Good for A!

It's quite right that B was given his own shit back to clean up.
